Effective February 1st!Malaysia announces the latest PV Net Metering 3.0 program
The Malaysian Energy and Natural Resources Ministry (KETSA) has announced the new NEM 3.0 (Net PV Metering 3.0) programme, which aims to incentivate consumers who own PV systems to input excess solar power into the grid.
Under NEM 3.0, residential users and government buildings will each be able to put 100MW of excess PV power into the grid, while consumers in industrial and commercial systems will be able to put 300MW of excess PV power into the grid.The new net metering plan will take effect on February 1, 2021.
For residential and government consumption types, excess electricity can be fed into the grid on a "one-to-one" offsetting basis, meaning that every 1kWh of electricity injected into the grid will offset 1kWh of electricity used on the grid.Industrial and commercial users can output electricity to the grid at the system marginal price or the prevailing market price.The money will be charged to their next month's electricity bill.
After the first decade, the "self-consumption model" will be in place.In this model, consumers can use the electricity generated by their photovoltaic projects without having to send excess power back to the grid.
On November 27, 2020, the 500MW output quota has been fully subscribed.KETSA also announced improvements to its old net measurement plan.
Under NEM 2.0, consumers will be able to export excess PV power to the grid on a "one-to-one" basis over a 10-year period.In the meantime, consumers will continue to be compensated at the system management price, after which the self-consumption model will apply.
Malaysia announced its net metering plan back in 2016, and has since announced NEM 2.0 in 2019.It aims to promote the application of photovoltaic power generation in Malaysia.
In June 2020, the Ministry of Energy and Natural Resources announced the launch of the fourth round of large-scale solar (LSS) procurement with a capacity of 1GW.The tender, launched by the Malaysian government to attract investment in renewable energy, is the largest ever by the Malaysian government.
