Italy's 2050 decarbonisation plan calls for the construction of 6GW of new PV capacity per year
In Italy photovoltaic association (Forum Italia Solare) held the fifth Italian solar energy on the BBS, politicians and representatives from domestic industry on the simplified industrial land under 10 mw photovoltaic power station in the process of examination and approval, and extending the related to the building of the so-called photovoltaic roof Superbonus subsidy policy to 2024 the two sides reached a consensus.
The forum, held last week, focused on how to meet Italy's energy targets for 2030 and 2050.Italy needs to have 200 gigawatts of installed photovoltaic capacity by 2050, according to a scenario outlined by the Italian government's energy agency, Gestore dei Servizi Energetici (GSE), a research unit of Ricerca Sistema Energetico (RSE).
In recent years, however, the average level of new solar and wind installations has been around 1 gigawatt per year.Panelists at the forum suggested that the country would need at least 6 gigawatts per year to meet the 2030 targets set out in its Comprehensive National Energy and Climate Plan (PNIEC).
Salvatore Tomaselli, the DPJ's head of energy policy, added that the PNIEC's already challenging 2030 target "will be revised upwards in the coming months".The lawmaker from the Aprilia region told PhotoPV magazine that it should be possible to reach a consensus within the Democratic-Five Star Movement government coalition to speed up installation to meet these targets "while overcoming resistance from local communities or certain sectors of the environmental community".
"I think it is absolutely necessary to start an intensive phase of new large-scale photovoltaic plants in Italy at the same time as the development of self-consuming and so-called energy communities," Tomaselli added.
Tomaselli advocated a new industrial strategy at the national level, with some changes to avoid overlapping mandates between ministries. The initial focus of this streamlining of regulation should be on resupplying and retrofitting existing power stations.
"There is also a need to promote the implementation of the FAO guidelines for developing solar parks in abandoned agricultural areas, remote areas or other areas not suitable for farming.""Tomaselli explained.
At the forum, Gianni Girotto of the Five Star Movement party agreed to simplify the approval process for small photovoltaic plants, especially in remote areas. But his party still seems reluctant to let up on big photovoltaic plants.
2050 vision
Maurizio Delfanti, CEO of RSE, an Italian renewable energy company, presented a scenario for decarbonizing energy by 2050, with more than 200 gigawatts of installed capacity in the photovoltaic industry. That is even higher than a previous study by the Polytechnic University of Milan, and Italy has only just reached 21 gigawatts of installed capacity.
These figures mean that over the next three decades Italy will need an average of about 6 gigawatts of new capacity a year, a nearly tenfold increase.
"These numbers require us to make very clear and rapid choices to increase capacity," Rocco Viscontini, president of Italy's Solare, said in comments at the forum. He recommended that "particular attention be paid to the role of grid operators, as it relates to their original mandate terms, to avoid situations that would impede fair market competition."
