Malaysia: Launch net Energy Metering 3.0 plan for solar energy development!

The Malaysian government has launched the Net Energy Metering 3.0 Programme to encourage local residents and businesses to install solar systems on their properties.  

In its latest report, Fitch Solutions, a London-based research firm, said Malaysia's 2025 target of generating 31% of its electricity from renewable sources was expected to be supported by strong growth in the solar sector.  

Earlier, the Malaysian government revised its 2025 renewable energy target to 31 percent from 20 percent set in the 2018 national Energy Plan. This target includes hydropower in the renewable energy mix.

Solar capacity growth will outpace hydropower and play an important role in meeting the country's 31 percent renewable energy target, the report said.  

Under the Mega Solar Initiative, the Malaysian government has held tenders for solar projects in both 2020 and 2021. Although these tenders were launched during COVID-19, they were well received, with 112 proposals received for 20 projects.  According to the report, the expected capacity of the tender is 490MW by the end of 2021 and 823MW by the end of 2023.  

Earlier in March, the Malaysian energy commission completed the bidding process for the development of 823MWLSSPV (large scale solar photovoltaic) projects in peninsular Malaysia, which will be commissioned in 2022 and 2023.  

The government also announced that it would not develop any new coal-fired power plants. Industries will be encouraged to explore opportunities for floating photovoltaic power stations and waste-generating projects.

In addition, the Department of Energy and Natural Resources has launched the Net Energy Metering 3.0 program to encourage local residents, businesses and government agencies to install solar systems on their property. The scheme encourages the adoption of solar systems by allowing participants to offset electricity bills by feeding excess solar power into the grid. The plan is expected to increase solar power by at least 500MW by developing distributed solar systems.  

Hydropower will also contribute significantly to the development of the renewable energy portfolio, including the 1285MW Baleh hydropower project, which is scheduled to come online in 2026, the report noted.

Last month, the government also introduced the Green Tariff (GET) scheme to boost the growth of renewable energy. The program aims to get consumers to reduce their carbon emissions by buying green energy. For this scheme, users pay an additional RM0.37 (us $0.88) per kilowatt-hour for renewable energy generation to obtain a Malaysian Renewable Energy Certificate. The government expects the Malaysian government to allocate about 4500GWh of renewable power under the scheme.  

The scheme has received commitments from nine companies including Tenaga Nasional Berhad, HSBC, Nestle sa and CIMB Bank. In addition, the Energy Commission, the Sustainable Energy Development Agency, MyPower and all government agencies have also committed to buy all their electricity from the GET scheme.  (News from PV-TECH)
