Uzbekistan will launch the 500MW PV tender in early 2021
The Ministry of Energy of Uzbekistan has announced plans to launch the third Corporate Cooperation Model (PPP) project in the first quarter of 2021, as part of the IFC 1GW photovoltaic project mandate, in order to implement the national electricity supply target for 2020-2030 and achieve the strategy of large-scale renewable energy.
The project consists of three sub-projects with a total capacity of 500MW, which are publicly tendering to private companies in accordance with DFBOM mode. Among them, the 250MW (AC) project located in Bukhara region is photovoltaic + energy storage mode, with a battery capacity of 50MW and a charging-discharging time of about 2-4 hours (tentative).The other two 150MW (AC) and 100MW (AC) projects are located in Namangan and Khwarazm districts respectively, both of which are pure photovoltaic projects.The projects will sign a 25-year PPA contract and the state-owned power company will pay the electricity based on a variable tariff.
Bidding for the project is expected to commence in early February 2021 and the winning bidder will be selected after a 60-day RFQ and 90-day RFP.Construction is expected to begin by the end of 2021.Companies participating in the RFQ phase need to meet three criteria, namely the technical criteria: have experience in project development, financing and operation;Financial standards: provide balance sheets to demonstrate financial competence;Legal standards: law-abiding integrity investigation.The enterprises that apply through the preliminary quotation will be invited to submit the project proposal in the next stage.

The government has also gradually approved a shift to an inflation targeting mechanism, restructuring of state-owned enterprises, and tax reform.
In its 2018 Doing Business report, the World Bank ranked Uzbekistan as one of the most improved countries in the world. In 2019, Uzbekistan was ranked 69th in ease of doing business, up from 141st in 2015.
