Romania improves rebate scheme to accelerate rooftop PV market development
Romania's Ministry of Environment has published in its official magazine some revisions to the CasaVerdeFotovoltaice (Green Photovoltaic Home) programme to support residential solar installations under the net metering system launched in the country in June.
"The new rules improve the installation process and the clearing of refunds," said Environment Minister Barna Anczos. He added that of the 12,650 applications approved, only 450 resulted in the grid connection of rooftop PV arrays. "Now there are no more obstacles to the execution of the works and payment settlement and we invite all beneficiaries to complete the process," he said.
The new rules include extending the period for installing photovoltaic systems from eight to 12 months, allowing more powerful products to expand the capacity of approved projects, and changing the location attributes of projects at the same time.
Romania's national environmental fund, the Environmental Fund Administration (AFM), has allocated a total of 252 million shillings ($59 million) for tax rebates for 2020. The total budget for the scheme is sh536 million. The Romanian government first launched the rebate scheme in August 2018.
AFM offers rebates for installations greater than 3kW, covering up to 90% of the cost of the array as long as the subsidy does not exceed RON20,000.
Romania's net metering regulations include financial incentives for owners of photovoltaic systems with capacities up to 27kW. Under the plan, owners of renewable power systems of up to 100kW will have the right to sell surplus power to the country's four power distributors -Enel, CEZ, Eon and Electrica- at prices set by the energy regulator ANRE, depending on the distributor.
According to the latest statistics from the International Renewable Energy Agency, Romania installed 1.38GW of solar at the end of 2019. The vast majority of this capacity is megawatt pv plants built under the Green Certificate program launched in 2011.
